Nutritious Food for Individuals Facing Hardship
A tax credit of up to 65% can be awarded to contributing businesses for cash contributions or in-kind food donations.
The Problem
Across Allegheny County, 1 in 9 individuals struggle to access enough nutritious food (Greater Pittsburgh Community Food Bank, 2026). Accessing healthy food is an increasing struggle for low-income households, especially those on a fixed income, due to rising inflation and new SNAP eligibility requirements. By supplementing household budgets for the most essential basic need—food—adults are better able to seek and maintain employment, children can succeed in school, and households can allocate limited financial resources to other vital needs, such as housing, utilities, healthcare, and transportation.
The Project
The proposed project is the provision of fresh, nutritious foods for 1,600+ unique households experiencing hardship. This is done through the operation of three food pantries where individuals can receive produce, meat, fish, nonperishable items, and bread. Fresh fruit, vegetables, and eggs come directly from NHCO’s own Rosalinda Sauro Sirianni Garden, which serves as a volunteer and educational hub and grows more than 2,500 pounds of food annually for the food pantries.

Emergency Housing Assistance for Individuals Facing Hardship
A tax credit of up to 90% can be awarded to contributing businesses.
The Problem
37% of households in Allegheny County qualify as ALICE (Asset Limited, Income Constrained, Employed), bringing in less than the basic costs of housing, childcare, food, transportation, healthcare and technology. Yet because their income is above the Federal Poverty Level, they often don’t qualify for assistance (United Way Southwestern PA). Housing is one of the biggest expenses in a household’s budget but unfortunately in 2023, 69% of renters and 52% of homeowners were “house poor,” spending more than 30% of their income on housing.
The Project
The proposed project is to initiate a new client assistance model that provides emergency housing and rental assistance to households facing hardships. This new model will include increased limits on rent and utility assistance in response to rising rent and utility costs, as well as creating new models of client assistance to help clients bridge toward self- sufficiency.
